Is it possible to repair fortifications that have not been maintained?

One of the players in my game had a very bad year last year and chose not to maintain his stone tower to save the librum on maintenance costs. As per the Book of the Manor, we reduced the tower's Defense Value by one.

This year he managed a good harvest and some decent plunder on top of that. He announced that he wanted to use part of his newfound wealth to make up for last year's neglect.

1. Can a fortification that has been allowed to decay be put back in order?

2. If it can, what is an appropriate price? Equal to the amount of outstanding maintenance? More?

As a rule of thumb, I would suggest double maintenance rate... or even 2,5.

I would treat it as any other project, and require the knight to pay double the maintenance for both the current year and all the years that it was missed. He gets to roll next year to see whether the time and money were well-spent.
