Hi!
Prior to 516 Richmond is noted as a vassal of the Earl of Catterick, who is the ruler of West Riding. Is Richmond at thi time considered a part of West Riding, or a separate political entity?
Thank you!

It would seem to have been the vassal of the Earl of Catterick prior to 516: http://www.gspendragon.com/leaders.html#Richmond

Yes, of course. That's my point. ;) We have the same source. But that does not automatically make Richmond part of West Riding. And that's my question: is Richmond considered a part of West Riding or is it a separate political entity that just so happens to pay fealty to Earl Catterick?
Example: Later in the campaign, Escavalon is a vassal of Arthur. This does not make Escavalon a part of the Kingdom of Logres.

I must read thing through properly before I try to answer them ... :o
I really don't think that there is an answer to be found to your question in any of the official or semi-official material. Possibly, one of the maps on http://www.gspendragon.com/malahaut.html could be interpreted as Richmond being a separate entity from the Ridings. But I think you should just settle the issue yourself: what is most interesting in your campaign?

Sometimes I am away from the computers, and questions slip by.
I will dive in now to answer this definitively, for the future.
Early on, Richmond is a castle with some land around it, and it is subject to the local chain of command.
Richmond as a political entity is the creation of King Arthur of a Duchy, which here means the old kind of duke who is military in nature first.
He is a duke, and thus reports dfirectly to the king, Arthur.
The duke is responsible for overseeing many of the lands in Malahaut that King Arthur did not return after the war against Malahaut, as described on my website. http://gspendragon.com/malahaut.html
These lands aren't a huge block, but are scattered strategically around the countryside to control key castles, crossroads, bridges and so on.
Malahaut is perfect for a band of knights to receive some property, according to their rank. Whatever is appropriate is there. The dukedom itself is a possible prize!
