It is a departure from ed 3 and 4. And the rule is revoked in Pendragon 5.1, where stats once again can be increased to any amount (from Glory).

Which is a bad thing, because its a good rule (there has been some discussion of this on the forum).

It's a matter of record that this change was not intended (IIRC Greg was surprised it existed when he heard about it). KAP 5 had a few editing errors, this seems to have been one of them. As noted, KAP 5.1 puts things back to the way they should be.
