I recently heard that the 4th edition PDF has several missing pages, including some from the section on creating magician characters.

Is this true?

I had considered getting 4th for making some GM characters instead of my usual "magic by GM fiat," but if this is true I'll have to scrounge ebay.

I have a KAP4 PDF around somewhere. I don't recall it missing any pages. Do you know what the supposed missing page numbers are? I can then dig up and check the one I have.

I was told several pages from the section on generating magician characters.

I see no discrepancies between the pdf and print versions. The magic section in the pdf (pages 274-302) runs identical to my 4th Ed book.
