The sidebar on p. 23 is entitled "The Laws of Uther." However, all references within the sidebar, including the attribution at the bottom, reference Arthur. I think the title of this piece should be "The Laws of Arthur."

Okay, thanks for the clarification. I suggest that we look for a way to eliminate the ambiguity of that sidebar attribution, then, 'cause it does cast it into a bit of doubt:
"—(which are actually much more brutal than these we have adopted for our Good King Arthur).
Italics mine. I would just eliminate this commentary, because it looks like you're saying here that they're Arthur's laws.
