Shouldn't this be return to Step 3, like some of the other results say? Step 2 Search is when Old Gar gives his +5 bonus to the Knight's Hunting skill the first round before entering the forest. Step 3 is the actually Chase! section.

No, Step 2 is actually correct. Note that the stream failure means that you LOSE the trail, while the others only delay you. Thus, you will have to go back to Step 2, which is finding the trail again.
