On p. 47: do the 5-8 steps in the sequence also apply to Temporary Damage or just to Permanent Damage?

In p. 46, it identifies those things as 'Recovery, Long-Term', so I'd say it is just for Permanent Damage.

But note, also in p. 46, it tells how Temporary Damage is recovered during the same year: Steps 2 and 3 in page 47.
