My players (who seem to think they are Vikings) want to go raiding (again) and this time they suggested they go after the the Cornish, the Welsh, the Cymric in the North, Picts, or even Irish (they're going to need a boat for that one). More or less they want to raid against anyone except local Cymric and Saxons. I would think that the locals (except other Cymric) would behave roughly as Greg suggested Saxons would in an earlier thread, except the defensive forces would reflect the local people (which might be a good chance to use the Book of Armies).

So would raiding the Irish, Cornish, etc be different than raiding anyone else?

I wouldn't say so. When your homeland is invaded, it doesn't matter who does it ... the results are the same.

Presumably they will have further to go to get to their intended target(s). The communities en route will be extremely wary of a group of heavily armed strangers passing through or near their lands.

This isn't so much of a problem when outbound (provided you have guides* who know the way and you ride fast so as to outrun the locals before they can react) but it's much more tricky when inbound - now you are (hopefully) laden with loot and the locals are on guard thanks to your earlier passage...

* If you're employing guides (or for that matter mercenaries in general) then there's a non-trivial chance that word of your intentions will leak to your target.

Good for them. The way to get famous and rich and make enemies.

At the risk of sounding like my own echo, the Book of Battle has some of these, but the Book of Armies all of them. and more.
