I just recently received the Book of Knights and Ladies and one thing jumped out immediately. In most of the tables, if a certain nationality wasn't available at that particular period, it won't show up on the table. The exception to this is the Aquitaine knight who shows up on almost every table even for the periods (Uther and Anarchy) where they aren't an option. Were these knights supposed to be available during these periods?

No.
This is just an artifact of development.
You will see others: Cornwall in the Anarchy Period, etc.

Their absence from Table 2: Friendly Regions (K&L, p 15) means that the region is hostile or some other reason makes it awkward for PCs to come from there.
Nonetheless, people would ask me anyways, and so I have it there.
