Unit Commander Partial Success table (p. 22 BoB) gives Stand vs. Charge as an option. However, a prerequisite for Stand vs. Charge is a fumbled Commander's Battle Roll (p. 29). You cannot fumble and have a partial success at the same time. Therefore, if you roll a partial success, Stand vs. Charge will never be an option.
