Neither!

However, it is both a county and a duchy in Cambria.
In truth, it is half of a duchy, since the other half (Clarence) persists in remaining part of Logres!

The Clarence/Gloucester thing is intended to be ambiguous and confused. It's how they are able to sustain their civil war from the Anarchy all the way through the Pax Arthuriana.

I'm currently mid-anarchy, so I have Clarence being sponsored by Duke Ulfius and Gloucester being sponsored by King Nanteleod. The way I see this going is that Clarence will be on the back foot until Nanteleod dies, then events will slowly tilt against Gloucester during the early part of Arthur's reign until they've pretty much lost and then Clarence will bollix things up by siding with Ulfius' sons when they rebel against Arthur...
