I treat it as a sub-kingdom of Malahaut. The Saxons of Nohaut consider themselves as an independent kingdom but they do pay tribute to Berrante le Apres of Malahaut.

Pretty much my take. I have them and Deira starting out as foederati to Malahaut. The Kings of Malahaut continue to maintain that they are foederati even when it's become obvious to everyone that they are de facto independant and this claim proves to be a useful legal figleaf once Arthur successfully pegs them back during the unification wars.
