So how do people use the tourney skill?
Just as a skill to know where to subscribe?
To give a bonus to combat skills used in tournaments?
To change the random selected opponent?

Mostly when we do "quick tournaments" a la PGC.
Occasionally to pick a joust opponent (instead of a random one), or to Challenge a specific knight. "So you want to fight Sir Dodinas, knockdown, on foot? Roll Tourney! *scamble* Fail? He's not available. But there is this Saxon guy ... "
And sometimes as a "social skill" during Tourneys, i e to find out who is attending, who is likely to win, etc.
Also, I made a player Marshal of the Lists once. Good to have skill in that situation.

GPC has some uses for the tourney skill, like being able to use it to get a bonus or avoid a penalty in certain tournament events.
I like your suggestion of being able to change the randomly selected opponent. I'll use that in future too - perhaps, also, if a player creates a challenge, to see if he gets the respondent he wants.

I have not used it much yet as we are still in the Uther period. However, it see it as a companion to Intrigue, folklore, and courtesy in the way it breaks down information, understanding what is expected, sources, and so on.

I also use it for quick "scouting for an opponent" checks, or to give players a chance to notice something about a knight's jousting skills. You know, something like "Success--you notice that Sir Amlyn moves his right leg back in anticipation of contact with his opponent. +5 to your joust skill when jousting Sir Amlyn!"
Something like that.
